Recognizing this, the Inland Empire Journalism Hub+Fund has embraced the Vital Conditions Framework as a foundation for reimagining local reporting. This innovative approach aims to ensure that journalism not only informs but also fosters equity, resilience, and opportunity across the Inland Empire.

The Vital Conditions Framework outlines the essential elements that enable people and communities to thrive, including basic needs like housing and food, lifelong learning, meaningful work, and a sense of belonging. By using this framework, the IE Journalism Hub seeks to shift local journalism toward solutions-oriented reporting that highlights systemic issues while elevating stories of progress and collaboration.

“Journalism should be more than just reporting the news,” said Elena Chavez Quezada, a senior advisor in the California Governor’s Office. “It should be a catalyst for action, providing the public with the context and solutions needed to create thriving communities.” Chavez Quezada praised the Hub’s commitment to using vital conditions as a lens for its reporting, describing it as a model for how journalism can drive positive change at the local level.

Building Better Stories for the Inland Empire

The Hub is working with journalists and local newsrooms to center stories on issues that align with the Vital Conditions Framework. Topics such as affordable housing, access to healthcare, and educational equity have become focal points for reporting initiatives. By framing these stories within the broader context of what communities need to thrive, the Hub aims to foster deeper understanding and drive collective action.

Stephanie Williams, a participant in the Hub and editor at Black Voice News, emphasized the framework’s impact on how she approaches stories. “The Vital Conditions Framework has shifted my perspective from covering problems to focusing on solutions and the people making them happen,” Williams said.
